Alain Otaegui is a Policy Expert at the Digital Finance unit at the EBA, where he is working on a range of files relating to financial innovation, including crypto-assets, DeFi, AI, digital identities and innovation monitoring. Alain is working on the EBA’s preparation for the policy mandates and supervisory function under MiCA, is coordinating the EBA’s assessment and stance on the implications of the AI Act for the banking sector, is the EBA’s point of contact on DeFi policy work, and is coordinating the EBA’s Chaipersonship of the European Forum for Innovation Facilitators (EFIF). Following academic training in law and economics, including a Master’s in geopolitics, prior to joining the EBA he has previously served as a policy adviser in digital finance for the private sector in Brussels and Spain (Santander and CaixaBank). Alain has experience in providing legal and policy advise, as well as in coordinating research and analysis of innovative projects related to crypto-assets, tokenization, AI & ML, digital identities, and digital payments.

The Chair of the European Payments Council

Javier Santamaría has been a member of the EPC since its creation in 2002. He Chairs the Board since June 2012. As an independent, self- employed professional. Mr Santamaría has accumulated broad and balanced expertise in the intertwined dimensions of payments business-related, operational, technical – across different client segments and product lines, in the legacy and the innovative spheres. He has been immersed in both cooperative and competitive environments. Besides payments, he is interested in other banking fields and continues to be actively engaged in academic matters. Mr Santamaría is also Chair of the Iberpay Board. Former Head of Operations and Business Services, he was Senior Vice President at Banco Santander until December 2016. He was a member of the Board of the Euro Banking Association and a Director of the SWIFT Board until the end of 2016

Head of the Payment and Securities Clearing and Settlement Division & Recruitment

Matthias Schmudde is Head of the Payment and Securities Clearing and Settlement Division at the Deutsche Bundesbank in Frankfurt. He is a member of the MIPC (Market Infrastructure and Payments Committee) and responsible for cashless payment and securities clearing strategy, policy issues and oversight. Matthias Schmudde is in particular involved in Euro-system related initiatives such as Instant Payments and the Vision 2020 for market infrastructures. Previously he focused on developing and improving the Bundesbank`s own payment and accounting systems. Before joining the Bundesbank in 1997, Matthias Schmudde obtained a master’s degree in business administration and completed an apprenticeship in banking.

Vice President of European Government Affairs at American Express

Since June 2017 Elie Beyrouthy leads the company’s engagement with European Union Institutions and advises senior leaders on EU regulatory and public policy matters. Elie also represents American Express’ interests in several EU trade bodies and professional associations. Prior to joining American Express, Elie was Director of International Regulatory Affairs at Western Union for 5 years. From 2007 to 2012, Elie held leadership positions at the World Savings Banks Institute and the European Banking Federation. Elie began his career as an intern at the European Commission and the United States Federal District Court of Minnesota. He holds two Masters Degrees in Law from the University of Minnesota and from the Jean Moulin University in Lyon – France. Elie also holds a diploma from the Institut d’Etudes Politiques de Lyon – France

Erwin Voloder has been involved in the blockchain sector since 2017, first as a start-up founder  in Canada and currently as a regulatory and technical expert in Europe. He is a former economist with both the European Commission and European Central Bank.  Currently he is Senior Policy Fellow at the European Blockchain Association. He frequently participates in working groups on programmable money and decentralized finance both at EU level and internationally including advising national governments on areas of tokenization and decentralized finance.

His areas of expertise include tokenization, monetary policy, digital asset regulation, geopolitics and programmable money. His current line of research focuses on programmable money solutions for cross-border CBDC use, including interoperability with DeFi markets, and ‘digital currency areas’ involving stabelcoin/CBDC fungibility.

Kirsi Ripatti works as a Senior Adviser in the Banking Operations Department. She is also a member of the ECBS Payment and Settlements Systems Committee and the T2S Advisory Group.

Daniela Simona Bobocea

Daniela Bobocea is leading the Digital Transformation of Eximbank Group Romania since 2018, and she Is responsible for the IT and Digital Strategy, Digital transformation of the Group entities, Digital Platform implementation. Prior to this, she had led for 10 years the Regional IS Audit & Consultancy Services Division of Eurobank Group Greece, delivering assurance and consultancy services with a digital twist in Eurobank’s European subsidiaries. She has 20+ years’ international experience in the financial-banking services, working for several major European Banks (Raiffeisen Bank, Unicredit, Alpha Bank. Eurobank).

Before engaging in the Banking career, Daniela’s debut was in Artificial Intelligence Lab Bucharest. She is currently pursuing a PhD in Artificial Intelligence.

Daniela holds MSc in Computer Science from Polytechnic University of Bucharest, Romania and MBA in Finance (Summa Cum Laudae) from HEC Montreal, Canada.
